The War That Time Forgot

The Bangladesh war was one of the 20th century’s bloodiest, yet outside the region, little is known about it. Now, 37 years on, an exhibition records the painful birth of a nation.

In December 1971, in the midst of their celebrations at the end of the war for independence from Pakistan, the people of Bangladesh began to reckon with the human cost of their new nation. As they took account of what they had won and what they had lost, Sheikh Mujibur Rahman, the independence movement leader who became the first prime minister of Bangladesh, urged his people to embrace the many thousands of women who had been raped by Pakistani soldiers. He gave the women a title – birangona, brave women – seeking both to exalt them as war heroes and erase the shame of their violation.

The contradiction between exalting and forgetting persists in Bangladesh, where the war remains a contested space, still charged 37 years later with an emotional and psychological intensity that brings to life William Faulkner’s words “The past is never dead, it is not even past”.

Yet these complexities are captured in a photograph taken by Naib Uddin Ahmed of a woman – one of the birangona – obscuring her face by clutching a thick mass of her own hair. This is just one of many haunting images that make up Bangladesh 1971, a new photographic exhibition at the Rivington Place public gallery in Shoreditch, east London, and which contribute to its powerful visual retelling of the story of this war.

It was one of the bloodiest conflicts of the 20th century, and yet it is a largely unacknowledged event: outside Bangladesh there is little awareness of the campaign of violence on the part of the Pakistani army as the Bengali people of the then East Pakistan sought to achieve political sovereignty.

In this exhibition, all but one of the photographers are Bangladeshi; most were amateur photographers at the time, men who happened to be holding a camera when they found themselves caught up in the war. For almost two decades, Shahidul Alam – director of the Drik picture library in Dhaka and a curator of the current exhibition along with Mark Sealy, director of photographic agency Autograph ABP – has made it his mission to collect these photos, visiting the photographers in their homes and saving their negatives. By highlighting the images taken by these accidental archivists, the curators have created an intimate, reflexive portrait of the war, ranging from photographs that are well known to others that have never been seen in public.

The exhibition consists of more than 100 images organised in loose chronology, beginning with the first stirrings of nationalism and resistance to Pakistani occupation. The ebullient spirit of 1969-70, when war was imminent, is captured most powerfully by Rashid Talukdar’s image of a young boy, no older than 10, leading a street march. The boy is obviously poor (he marches in bare feet) but his mouth is formed in an ecstatic shout as he leads the procession of men behind him, as though for those few minutes, it is his war, his people, his country.

The collection includes many iconic, even universal, images of war: Abdul Hamid Raihan’s image of two children staring into the distance, a carpet of missiles scattered at their feet; Mohammed Shafi’s portrait of a freedom fighter – a boy who could be from anywhere – reveals a young man’s tenderness and fear apparent despite his attempt at studied resolve. Other images reveal the horror of this war with haunting specificity. On the night of December 14, knowing they were about to lose the war, the Pakistani army and its local paramilitary allies massacred the future doctors, teachers, lawyers, and writers of Bangladesh in an effort to cripple the new nation. The bodies were not found until after independence, when a mass grave was discovered in the city. One photograph of the massacre stands out: a face surrounded by submerged bricks and covered in a thin sheen of mud. The face is ghostlike, other-worldly, and the aesthetic intensity of the image serves to underscore the almost unfathomable brutality of the act.

One photograph shows a uniformed man circled by a large crowd, stabbing a civilian with a bayonet; the caption tells us that it is not a Pakistani soldier but a Bengali one, attacking a local man who has collaborated with the army. At Alam’s first exhibition of war photos in Bangladesh, the government requested that he remove this image, in which the roles of victim and perpetrator are reversed. His refusal led to the exhibition being shown at a private gallery rather than at the National Museum.

There are other complex figures, most notably Sheikh Mujib. Revered throughout the independence struggle as the father of the nation, then brutally assassinated in 1975, Mujib left a legacy that is continually being reassessed, not least because his daughter, Sheikh Hasina Wajed, is a prominent Bangladeshi politician. Naib Uddin Ahmed’s photograph of Mujib returning to Dhaka in January 1972 (he had been in prison in Pakistan throughout the war) emphasises the passion he inspired in his followers, as his procession is surrounded by thousands of cheering citizens of the newborn country. But the most touching portrait of Mujib is one where he is shown embracing his daughter, the young Hasina. He glows with pride, and she with love. It’s a reminder that behind every political execution – and south Asia has had its share – is the death of a loved one.

It is in its attempt to challenge our expectations that the exhibition is most successful. In the flagship piece, displayed against the window of Rivington Place, a group of women march in perfect formation through the middle of a busy road, rifles cupped in the palms of their hands. Another photograph is a seemingly idyllic image of two women wading through a pond with a basket of flowers. But the caption reads: “During the liberation war, female freedom fighters would smuggle grenades in baskets covered with water hyacinth.” Scenes like this were common during the independence movement: many young women were given informal military training; in the villages, especially among the Adivasi hill people, women smuggled arms to the front lines of the resistance. Bringing these images to light in this setting challenges our notions of women’s political participation in a country like Bangladesh. And as Londoners walk past Rivington Place, perhaps they will find a new window into the history of their neighbours on Brick Lane, a visual testament to the trauma and hope of independence.

Of pet dogs (and bitches)

Last year, in June, she had left Dhaka and her pet dogs to take up her new assignment in Baghdad. Patricia Butenis has returned, this time on a private visit, to fetch her dogs, and to visit her old workplace.?Amader Shomoy, March 3, 2008??

Political speculation was rife. Was she on a special assignment? Was her visit timed to coincide with the ex-president of Pakistan Wasim Sajjad?s visit to Dhaka? Had Sajjad gone to Geeta Pasi?s home, the US charge d?affaires, where Butenis was staying, to meet with the latter? After all, Butenis had earlier been posted in Pakistan. Was she here to hold meetings with the opposition party leaders of Bangladesh? Or was it secret meetings with top military and civilian officials?

Not many newspapers had reported the pet dog story. US embassy sources had stressed that it was strictly a private visit, that she was not here on any special assignment, that her itinerary had not been made public out of security considerations. That she would return directly to Baghdad.

I read and re-read the newspaper reports. Butenis, it seems, had attended both private and official programmes. She had gone to a dinner given in her honour by the Canadian high commissioner. She had gone to a US embassy organised lunch at Dhaka?s Westin hotel. She had gone to the UNDP-organised ?Celebrating the Halfway Mark of Voter Registration? programme, attended by top Election Commission officials, senior-most military and civilian officers, political party leaders, heads of diplomatic corps, and foreign diplomats. I read the newspaper reports carefully. Renata Dessallien, the UNDP resident representative, had profusely thanked both the Election Commission and the army for the progress made. Bangladesh, she had said, was on its way to rescuing democracy, to putting it back on track. The UNDP would advise other countries to follow Bangladesh?s example, to make a similar ?golden voter list,? complete with voter photographs and national ID cards. Interesting. I returned to tracking Butenis, and found that she had also attended a meeting with US embassy officials in Dhaka. She had spoken of her seven-month-long experiences as the deputy chief of the Baghdad mission.?

But it was the pet dog story that intrigued me. I carefully went through some more newspapers. According to a high-up government source, before leaving Dhaka middle of last year Butenis had said she was leaving her ?pet dogs? behind. She would return to fetch them after she had settled down in Baghdad. Could this be the reason for her visit??The reporter didn?t seem convinced?(Shamokal, March 2, 2008).??

It seemed trivial, but I was piqued. One dog? Or two? Some reports had said ekta kukur (Jaijaidin, March 3, 2008). Others did not mention numbers. They used kukur, which is a collective noun. It could well mean several. A couple of other reports, these were later ones, made specific mention of two, duti posha kukur (Amader Shomoy,?Jaijaidin).???

Were they she-dogs? Or, he-dogs? Maybe one of each? I remembered Butenis had been a strong advocate of gender equality. I remembered the introductory words of her 2007 International Women?s Day speech, ?As we celebrate International Women?s Day this month, I hope everyone will take the time to recognise that women are uniquely valuable and productive members of our society?? I remembered her condemnation of economic discrimination against women, her stand against women?s trafficking, against domestic violence. But then I thought, surely this was stretching it too far? One may well be pro-women, but does that necessarily mean, one of each, in selecting pet dogs? And of course, pet-lovers have to take other things into account (whether they want their pets to have puppies, or get them neutered, a whole load of things).???

I was also worried over my choice of words. The female of the canine species? Terribly outdated. She-dogs? Clumsy. And then I remembered, the word ?bitch? is thought to be less offensive nowadays. I remembered that earlier meanings of malicious, spiteful, domineering have given way to feminist attempts to appropriate the word. Such as?Bitch magazine?(1996), billed as a feminist response to pop culture. I remembered third wave feminist attempts to inscribe new meanings. Bitch, as in women who are strong-minded. Assertive. In total control.??

But I speak of she-dogs. Not women.

Loving dogs

I grew up watching Lassie, an American TV serial in the mid- to late-sixties. Lassie, a Yorkshire collie, had seemed incredibly beautiful. Very dignified. Almost human.

It was later, much later that I tried to develop a critical appreciation of modern pet-hood as a western cultural phenomenon. As a kinship phenomenon. I thought of what Marc Shell, an anthropologist, had said. Pets in the west give their owners, ?pleasure, companionship, and protection, or the feeling of being secure.? Shell was writing of the mid-1980s. But was it always like this in western culture? From time immemorial??Jenkins?says, no. Lassie, says Jenkins, was a creation of 19th-century bourgeois imagination, of those who viewed the onset of modernity with a sense of nostalgic loss. As old social commitments gave way to ?alienated and individualistic urban life,? a dog became a ?man?s best friend.? Eric Knight?s Lassie, says Jenkins, stands at the nexus of two new ideas. Children, no longer sources of productive labour, are re-imagined as sacred and innocent. As repositories of parental affection. Dogs are also re-imagined. They are no longer domesticated animals valued for their productive labour, or their exchange prices. They are transformed into pets. Into repositories of sentimental value.?

I am still curious. Of course, I have nothing against pets, I have nothing against dogs, but I fee
l there is more to know. What about today, the 21st century? The love for pets, for dogs seems to have grown more intense, deeper. I want to know what western scholars, those who examine their own social and cultural practices, think. I want to know how intense love and murderous rage can coexist in the modern subject.?

I come across an article by?Heidi Nast, a critical animal geographer. Nast speaks of the here-and-now. She says pet animals have emerged in the 1980s, and more so in the 1990s, as ?highly commodified and valued objects of affection and love.? This, she says, coincides with the rise of post-industrial spaces, and with intense consumption, in the US, and other western countries (spreading outside the west too, in Hong Kong, China, Mexico, South Korea). She writes, the allure of pet animals resides in part ?because they can be anything and anyone you want them to be.? Pets, specially dogs, supersede children as ?ideal love objects.? They are more easily mobilised, need less investment, and to quite an extent, can be shaped into whatever you want it to be, a best friend, an occasional companion. Nast speaks of new shared-experience activities that bond pets and their owners (some prefer the word ?guardians?): dog yoga (or doga), which started in the US, in 2001. And, formal dancing with dogs, this began in Canada and England in the late 1980s. Nast agrees that pet-animal ownership is not radically new. That elites have pampered pet-animals for millennia. But, what is new is the degree of financial, emotional and cultural investment in pet-animals, its geographical scale, and the level of intensity. Things unheard of even twenty years ago.???

Reading Nast I learn that popular support for a national ?No-Kill? movement in US pet shelters emerged in the 1990s (where four million animals are annually killed). That the movement aims to stop euthanising adoptable dogs and cats, by spaying and neutering animal-pets, and working towards greater pet health and adoption rates. I learn that these social tendencies have led to a much greater popular interest in animal rights, a much broader popular participation in animal rights activities. And that this broadened interest has used the rights of animals to treat cultural groups with different sensibilities about the animal world, as the ?other.? Nast reminds us of Bridget Bardot, ex-actress, later a celebrity animal rights activist, who had spoken hatefully of the savagery of Muslims. Because of their slaughtering practices. All in the name of animal rights.???

Nast does not think that the affection-love with which pet-animals are treated is unproblematic. She thinks that the ?escalation in human cruelty to, and dominance over, humans? that the 21st century is witnessing is not un-connected to intense pet-love. She thinks, it derives from, it operates together with ideologies and logics of violence toward humans.??

I return to tracking the former US ambassador Patricia Butenis, but this time in Iraq. Tracking is now virtual, made much easier by the internet and its search engines.

Killing Iraqis

Baghdad – Mohammed Hafidh says he refused to accept an envelope filled with $12,500 in cash from Patricia Butenis, deputy chief of mission at the US Embassy in Baghdad, as compensation for the death of his 10-year-old son, Ali.?

?I told her that I want the courts to have their say,? says Mr. Hafidh, whose son was among 17 Iraqi civilians killed in a Sept 16 shooting involving Blackwater USA security guards ? private contractors who were escorting a US diplomat at the time.???

Haythem al-Rubaie, who lost his son and wife in the same shooting, says he won?t even meet with Ms. Butenis, who offered cash compensation on Wednesday to seven of the victims? families, including Hafidh (The Christian Science Monitor, October 25, 2007).

I wasn?t sure I had read it right. I rubbed my eyes. Ms Butenis herself going round offering cash compensation? The deputy head of mission herself? And I, in my utter na?vet?, had thought suchlike duties were performed by CIA officials. A?Washington Post?story helped explain matters: the Nisoor Square massacre had sparked outrage in Iraq. The embassy offers were unusual but reflected ?the diplomatic and political sensitivities raised by the shootings.? Hmm, I thought, rather quaint language. You wouldn?t think they were talking of massacres.

The Post story provided further information. A State Department official had asked Haitham (name differently spelt) what he thought was fair compensation for his wife and son. He had replied, ?They are priceless.? On being pressed, he had said, ?Like Lockerbie.? The families of victims of the Pan American bombing over Scotland had reportedly received $8 million dollars in compensation from the Libyan government. He had added, ?And you would have to deliver the criminals to an Iraqi court just like Libya delivered the criminals to the British.???

Being appointed the second-in-command of the Baghdad mission was undoubtedly a promotion. But being there sounds rather wretched, what is the English phrase? It?s a dog?s life

War diplomats

US diplomats would seem to agree.

?State Department employees serving in Iraq get their full salary plus 70% differentials for danger and hardship service. Got a family living in, say, western Europe as part of your last assignment? No problem. The State Department says they can stay there in housing provided by the government as you serve in Iraq. Or, if you like, move the family to a U.S. location of your choice with an allowance that comes on top of the other financial incentives. And for those Foreign Service strivers thinking of a posh future post in some place like London, Paris or Madrid, keep in mind that State Department employees who volunteer for Iraq are now guaranteed one of their five top picks for the next assignment following Iraq. And the U.S. embassy and Baghdad definitely wants you to know that Iraq duty will do you well in promotion consideration down the road? (Times, November 5, 2007).

But the perks were not enough. Forty-eight positions remained vacant. Late last year, the State Department was forced to issue a warning to more than 200 officers. Unless they volunteered, they would be forced into ?compulsory Iraq se
rvice.? Since then, 15 individuals have come forward, but 33 spots still remain vacant.?

I was amused. Not many seem to have been taken in by the US secretary of state Condoleezza Rice?s idea of??transformational diplomacy??(January 18, 2006). ?We must begin to lay new diplomatic foundations to secure a future of freedom for all people.?

Wanted: dogs of war

The United States has always wished that Bangladesh take part in the Multi-National Force in Baghdad. We have always welcomed Bangladesh?s participation. But, [Butenis] added, the people internal to Bangladesh, the common people of Bangladesh are against the idea. It is a difficult decision for Dhaka. Had Dhaka been asked? Butenis did not give any clear-cut answer (Manab Zamin, March 4, 2008).?

In English, ?dogs of war? is an archaic term for soldiers, coined by Shakespeare. ?Cry ?Havoc!?, and let slip the dogs of war? (Julius Caesar, Act III, scene 1, line 270).???

The US needs dogs of war. Bangladeshis will not agree to their armed forces joining American-led occupiers in Iraq. Not in their name, no. But there may be other ways. Talk of?setting up a Muslim UN peacekeeping force?has been gently circulating for the?last couple of years. At some stage, that will probably be voiced as a compromise solution. Everybody will heave a sigh of relief. US forces will hunker down in?US mega-bases in Iraq, they will lead safe lives of occupation. Less body bags to be shipped home, while UN peacekeepers from moderate Muslim countries like Bangladesh maintain peace above ground.

If it so happens, they will be the dogs of war in an imperial occupation that has ravaged the cradle of civilisation.

A Beginner's Guide to Democracy

I don’t often get brainwaves. But there was something about David Miliband?s interview, shown on a private TV channel, that inspired me. I don’t often watch TV either. It was just fate, I guess.

To be honest, it wasn’t only Miliband, the UK Secretary of State for Foreign and Commonwealth Affairs. There have been others. From Britain. From the US. From Australia. From Canada, Germany, the European Union. Some have been visiting dignitaries. Others were diplomats, some of them still posted here. They have given us a steady stream of advice. Some of it was sought, much of it volunteered.
On what to do. How to do. The practical steps involved. The people required. The mechanisms needed. The institutions that must be in place. The values to inculcate.
As a recipient of this sudden surge of Western interest in Bangladesh, a poor, hapless nation, led often enough by wretched, self-serving leaders, as a recipient of endless lectures on democracy, often embellished by locomotive metaphors (‘democracy derailed,’ ‘getting democracy back on track’), I have been at a total loss. So much is being expected of us. What are we to do? And, being part of the derailed ‘us’, what am I to do?
It was Miliband who showed me the way. I knew what I had to do before the interview was over. The relationship between Bangladesh and Britain should be a two way street. We should not only take, we should also give. It should be a modern relationship, as befits a modern world. We should be partners, that’s what he had said.
The mind works in strange ways. Suddenly I remembered Mohammod, a Palestinian friend of mine, from my Sussex days. The three of us, the third being my American flatmate, had been chatting in the kitchen. He had been invited for dinner. “You western people, you are People of the Book,” he had said. “How to cook, how to garden, how to mow the lawn, how to take pictures. For everything, you people have a book. You follow the instructions 1, 2, 3 of your little book.” His laughter had been irresistible. We had joined in. I myself less grudgingly.
Write a How To Do on Democracy? Or A Beginners Guide to Democracy? But why on earth? Why me, and for whom? Dare I?
I got hold of a CD copy of the interview, I transcribed it. I read the transcript several times. It’s not a lengthy interview, only twenty minutes or so, but of course, it’s quality not quantity that matters. It’s a question of having the right attitude, of having a positive frame of mind. I quickly marked out Miliband’s check list for Bangladesh: (i) full, free and fair elections this year (ii) buttressing institutions of a strong civil society (iii) an independent judiciary which treats all cases on merit without fear or favor (iv) a strong media that asks tough questions, and also (v) strong systems of education, health and local government, since the latter are important supports to the formal institutions of democracy.
Miliband was not asked tough questions. The interviewer was not a recognised journalist. Knowing English seemed to be more important. Being able to read questions off the cue card seemed to be more important. I don’t know how these things work, but the end result was there for all to see. No ruffles, no stress, no strain. No curiosity. Just sheer complicity. In the path to democracy project, a project in which Bangladesh is the eager learner, and Britain, as represented by its Foreign Secretary, has all the answers. Tempered, of course, with the appropriate dash of modesty (‘I have been in Bangladesh for six hours, I have to be careful about pretending to be an expert on Bangladesh’).
Complicity doesn’t just happen. It is an act of creation, and there is no reason to assume that a lot of effort isn’t involved. What were the ground rules at work in Miliband’s TV interview? My guesses are made on the basis of the effect that was achieved. That made it so tidy.
Rule 1: Take everything at face value. When Miliband says, British citizens of Bangladeshi origin “look very closely at developments in Bangladesh. They have family here, they worry about economic, social, political issues,” do not ask whether they are similarly concerned at developments in Britain. At the increasing loss of liberties. At Islamophobia. Do not ask how they are contributing to the movement for democracy in post 9/11 Britain, a Britain decidedly less democratic than it was earlier. Don’t take up the “two-way process” seriously.
Rule 2: Ask self-evident questions, these help to elicit self-evident answers. “What are your views on the road to democracy for Bangladesh? Or where are we on the roadmap for democracy?”, this is a good instance. It helped the Honorable Foreign Secretary come up with the checklist I mentioned above. Do not engage with his answers. When he speaks of Britain and Bangladesh’s “shared interests,” do not ask him whose interests he’s talking about. Whether that of the Labour government, or that of the British people. Do not ask him whether the Blair, or the present Brown, government genuinely represents the interests of the British people. Do not breathe a word about the million strong anti-war demonstration held in London several years ago.
When Miliband speaks of trade relations between Britain and Bangladesh, of Britain as an investor, do not raise the issue of Asia Energy (re-named Global Coal Management). Do not bring up the issue of Phulbari, of the strong and vibrant people’s movement against Asia Energy, against open pit mining. Do not quote the British High Commissioner’s statement, “Many of you will be aware of UK-based Asia Energy Corporation?s contract to mine coal at Phulbari, but may not know that other British investments in coal and power generation are also waiting for the green signal from the Government here. These new projects, when implemented, would double the value of the UK?s cumulative investment in Bangladesh.” Nor this one, “Yes, I will continue to lobby for new British investments particularly in the energy sectors in Bangladesh” (same speech).
When Miliband speaks of his passion for the environment, do not ask him why energy corporations do not calculate carbon costs when they declare their assets. When he says, “Don’t repeat our mistakes,” do not ask him whether that impacts on Asia Energy’s push for open pit mining. (Do not mention conflict of interest between the government and people of Bangladesh. Especially avoid mention of Dr. M Tamim, the Advisor’s Special Assistant for Power and Energy Ministry and his private consultancy).
Rule 3: Do not mention instances to the contrary. When Miliband says, “So the road to democracy first of all, needs to have full, free and fair elections,” ” the elections are seen to be a credible expression of the will of the Bangladeshi people,” “help make sure that democratic voices are heard through the ballot box not outside it,” do not raise questions about the overthrow of a popularly elected leader in Iran in 1953. Do not raise any questions about Hamas. Do not ask why 36 of the 39 Hamas Palestinian Legislative Council members that the Israelis abducted in 2006, are still detained. Why some of them haven’t even been charged. Do not say the un-sayable, that more Palestinian legislators are in prison than legislators from all the other parliaments in the rest of the world put together. Do not ask tough questions.
When Miliband speaks of the necessity of an “independent judiciary which treats all cases on merit without fear or favor, a strong media that asks tough questions,” do not bring up the Hutton report (2004) on the BBC, regarded by several national newspapers as an “establishment whitewash.” The report was considered to be uncritical of the government. Don’t mention former Chilean dictator General Augusto Pinochet’s name either, and why Britain had refused to extradite him.
Rule 4: Treat history as irrelevant, trivialise it. Use it as a decorative word, as having no content. You can utter the words, Bangladesh and the United Kingdom share a very strong historical linkage, but steer clear of what that “linkage” involves — British colonialism, exploitation, historical struggles, injustices, movement for freedom.
Rule 5: Treat what is happening in the world as irrelevant. Do not talk of the blockade of Gaza, of Israeli settlements, of the West’s refusal to talk to Hamas, Israel’s apartheid practices, its land thefts, slaughter of Palestinian children. Of the slow genocide that it is inflicting on defenceless civilians, bulldozing houses, torture and assassinations. Of voices of protest. Of Rachel Corrie. Do not talk of Iraq. Or Afghanistan. Do not mention that a recent report cites as many as 6.6 million post-invasion excess deaths in Occupied Afghanistan as of February 2008. That post-invasion excess deaths in the Iraq War are now about 1.5-2 million.
Absolutely do not mention that UK playwright Harold Pinter, in his 2005 Nobel Prize Acceptance Speech urged the arraignment of Bush and Blair before the International Criminal Court for war crimes. He had said, “How many people do you have to kill before you qualify to be described as a mass murderer and a war criminal?
Postscript:
In a recent address before an audience at Oxford University, in honour of Myanmar opposition leader Aung San Suu Kyi, David Miliband has said, “the goal of spreading democracy should be a great progressive project.” He refused to categorically rule out military action against Iran.
The road to democracy in Bangladesh as chalked out by her western partners seems to be signposted with the messages: Take everything at face value. Do not ask tough questions.

The Bangladesh war of independence in 1971 was one of the bloodiest conflicts in living memory. In an attempt to crush forces seeking independence for what was then East Pakistan, the West Pakistani military regime unleashed a systematic campaign of violence that resulted in the deaths of thousands of Bangalis. Many of the photographs from the unique collection of the Drik archives will be shown in the UK for the first time.

In 266 days Bangali, hill people and Adivasi resistance fighters and their allies defeated the military forces of Pakistan. The result was the birth of a new nation – Bangladesh – and the dismemberment of Pakistan.
It was only after the 16th of December 1971 when Pakistani troops surrendered in East Pakistan, that Bangladeshis began to realise the scale of the atrocities committed during the previous nine months.

1971 was a year of national and international crisis in South Asia. The history of Bangladesh is implicitly tied to the partition of India in 1947 and therefore the tragic events of 1971 are linked to Britain?s colonial past. For Bangladesh, ravaged by the war and subsequent political turmoil, it has been a difficult task to reconstruct its own history. It is only during the last few years that this important Bangladeshi photographic history has begun to emerge.
Now decades after the war, Autograph ABP in collaboration with Drik presents a historical photographic overview of Bangladesh 1971 at Rivington Place.
Project Description
A major documentary photographic exhibition of primarily Bangladeshi photographers that focuses on the independence struggle in 1971. The exhibition is produced in partnership with Shahidul Alam, Director of Drik, a media activist and journalist from Bangladesh. This will be the first comprehensive review in the UK of one of the most important conflicts in modern history. It is recognised that over a million people died in 266 days during the struggle for an independent Bangladesh.

Their fear of items being stolen, or not being returned, was considered preposterous. When the Honorable Adviser and his excellency the Charge d’Affaires had themselves, guaranteed the safety of Bangladesh’s most prized artefacts, surely the protesters could have no reason to oppose this arrangement. News of the missing crate, and the priceless statues it contained, had been suppressed, but the information leaked out. Could the guarantors please explain?
Mr. Jean Romnicianu, Charges d’Affaires, Ambassade de France ? Dacca, met with Bangladeshi journalists at the French Embassy in the first week of December 2007. In response to questions about the possibility of goods being damaged, stolen, or not being returned, he stated emphatically, “What I am saying is that for at least 30 years, it has never, not once, happened within the framework of an international exhibition. This is an international exhibition with a signed agreement between governments, there is no scope whatsoever of that kind of thing.” “We will take care of the artefacts, until they are returned to the museum. All the insurance and everything is what is called nail to nail,” elaborating that it implied protection from the moment the artefacts left their original position in the museum, to the time it was returned to their original position.

Today we hear him on television saying “The responsibility of the French Goverment begins from the point where the items are in French cargo.”
“We are not going to put the artefacts at risk by unpacking them,” was also something the Charge d’Affaires had said that day. Today (Dec 24th 2007), the BBC quoted that the remaining crates had all been checked at the airport. So airport officials who have no knowledge of archaeology are permitted to open the crates, while neither members of the expert committee nor the people who are legally required to inspect the artefacts, are allowed to do so. These officials had also signed documents stating they had verified the contents of the crates, which they had obviously not been allowed to do, even though it made the documents presented, technically false.
“The Museee Guimet and our authorities in France have worked rather hard, I must say, even though it resulted in one mistake, in keeping all the controversies outside of the French papers, of the European papers,” the Charge d’Affaires had also said that day. So the cover up was taking place at both the Bangladeshi and the French end. Presumably it continues.

It was the letter from Shanika, the girl I had found during the Tsunami in Sri Lanka, that reminded me of how we had forgotten all the other things that were going on. It was now Boxing Day. The Day the Tsunami had struck. Bodies are still being discovered after the Sidr cyclone. Demand for the trial of war criminals has moved off the headlines. Bodies of workers remain buried in the Rangs building rubble. It reminds me of how classed our struggles are. While we had united in protest when our archaeological heritage was being threatened, no such protest had taken place in solidarity with the workers.

Sylvie Rebbot, the picture editor of Geo Magazine in France, just sent me this press release last night. It was issued yesterday (the 26th December 2007) by the French Ministry of Culture. While it talks about the theft of the two statues, from Zia International Airport, there is no mention of the 10 crates that are already in Paris at the Guimet Museum.

But the Bangladesh government had a supreme sacrifice in mind. When the most prized of your possessions needed to be sacrificed, and when the gods have changed to western powers, the four-legged creatures simply wouldn't do. The nation's most prized archaeological possessions were therefore bundled away in Homebound chariots to distant museums. The door to heaven's gate might not have opened, but a Schengen visa and perhaps a few trips to Paris for some, had surely been assured.
It was well timed. The Eid holidays meant there would be no newspapers for two days. Most reporters would be away. The streets of Dhaka would be empty. Holidays meant there was no rush. No pesky public to worry about at opening hours. Still one needed to be sure. Bus no Dhaka Jo 11 1767, was on standby with riot police. The police jeep Dhaka Jo 11 4364 followed behind. Then the media that got in the way. With so many Eid events to cover, why had they gathered round the national museum? The sanctity of sacrifice should surely have been respected. Reinforcements in the form of another busload of riot police came in via bus number Dhaka Jo 14 1799.

Aisha had come with her parents to visit the museum. Like many others they were turned away. The museum was closed, at least to the public. The Eid holidays of museum officials had however been cancelled. The shippers were working overtime.

sprang to mind. In place of burglars breaking in, the comic view of government officials breaking their way out of the national museum to escape with museum valuables would have brought laughter in a trirotno drama (popular Bangladeshi sitcom). In the theatre of Bangladeshi governance, it was yet another tragedy.
"The benefits, for both countries, are cultural: it is a win-win situation where France gains a better knowledge of Bangladeshi heritage and Bangladesh gains a better image on the international cultural scene," the French embassy handout had clarified.
The partially demolished Rangs building continues to be a grave for the buried Bangladeshi workers far down the priority chain. Presumably, that is a 'Bangladeshi heritage' the Parisians will not get to see.

The Candy Man

He was charming, witty, and took blame upon himself. Adviser Ayub Quadri, was the Minister of Education, Minister of Primary and Mass Education and Minister of Cultural Affairs, Government of the People?s Republic of Bangladesh. He was the perfect guy to rely upon for damage control. The public school background showed, as did the many years as a top bureaucrat. He had been a member of the elite Civil Service of Pakistan (CSP). An old boys network that still holds clout in the subcontinent.
The Press Information Department (PID) auditorium on the 3rd floor of Building 9, in the Bangladesh Secretariat was packed. Unlike many other Bangladeshi events this press conference started on time. Squeezing through the footpaths, crossing fences, lifting my bicycle over rickshaws stuck in traffic, I had panted my way to the secretariat. The police at gate 2 had been too perplexed by a bicycle going through the gate to even stop me for papers. I arrived just as the first question was raised. It was a packed hall, and while I thought I would stay at the back, I realised that I needed to get up there to stand any chance of getting a question in. I sat on the floor in between the video tripods.
The journalists had done their homework. And while there were a few questions that were repetitive, by and large, they knew what they wanted. In response to a question about the alleged corruption charges against one of the government officials involved in the transaction, the adviser joked. “Well I am the person in overall charge. The police don’t seem to be after me for corruption.” Pretty answer. Pity it didn’t answer the question.
The large table with the adviser in the middle was imposing. The Secretary of Culture on the left and another officer on the right played a largely ornamental role. So did the entire row of officials in the back. They did however lean forward to whisper in the adviser’s ear from time to time. The question came up of the alleged transportation of the bronze casket in 1959 to France, which Mr. Zakaria, the ex Secretary of Culture had mentioned in a press conference on the 1st December. The adviser let the question slip, saying he’d heard of such accusations and was looking into it. A member of the back row broke ranks and retorted, “There is no such record.” Mr. Zakaria, also an ex director of the department of archaeology, had mentioned a 49 year fight to get back this prized possession, without success. A journalist mentioned the case of the 30 paintings of Mohammad Younus. They had been sent to Yugoslavia, on a government to government exchange. None had ever come back. Quadri again said he didn’t know. “Don’t know” was quite a common response to questions. Candid perhaps, but not particularly useful.
In answer to the questions about the irregularities regarding the loan inventory, the adviser did provide figures, but no documents he could back them up with. Questions from the floor pointed to the disjoint between the figures he quoted and the ones given in the government documents submitted to the court. That they didn’t correspond to the inventory produced by the French themselves. He promised to provide updated documents this very evening. Tomorrow morning at the latest. Why the government had provided documents to the court which did not tally with the shipment, was a question that never got asked, and was certainly not clarified. The mystery of calling a press conference, but not having these documents at hand was never solved by the guests.
“I have full confidence that the items will come back.” He said, taking the weight of the world on his shoulders. As to why Bangladeshis should have confidence in him, was one that was never clarified.
“The company that had packed the crates have been doing so for 300 years,” he mentioned. The doubters have been asking for the packers to be named ever since the beginning, but have not been given an answer. Those who had thought the press conference would enlighten them were disappointed.
Since only government members of the committee were present, there was no one to question the claim that everything had been done to please the committee. That the committee had been fully satisfied with the proceedings. The fact that the official letter by the committee, in the hands of the press, said something entirely different was a mere technicality.
The inconsistencies were the problem. We still don’t know exactly how many items are being sent. Neither do we know exactly what is being sent. The few specifics the advisor provided, that there were “50 silver coins, and 8 gold coins,” might have helped in purchasing supplies for an Everest expedition, but didn’t help much in evaluating either the value, or the specifics of a museum item. Especially when the court record states “50 punchmarked coins” in one entry and an unspecified number of “gold and silver coins” in another. Assuming the number of silver coins in the latter entry is non-zero, and that the punchmarked coins are all silver, we still have a problem. The French inventory specifies “93 punch marked coins.” Are the “gold and silver coins” non-punchmarked? Do they add up to the “8 gold coins” the adviser was referring to? 50 + non-zero number = 50 and 50 + 8 = 93 in Ayub Quadri’s arithmetic.
There are bigger issues. He generally accepted that the insurance value was low, but claimed that it was an academic issue in the case of priceless items. Especially since he was confident that they were all coming back. However the French press release, issued on the 25th September 2007, stated that the insurance value was 4 million euro. The adviser today clearly stated 2.6 million euro. So who are we to believe? We are after all talking of the most prized possessions of a nation. Consistent statements help remove doubt. The adviser’s “confidence” might work on a poker table, but does little to put a worried population at ease.
He brushed off the accusation about whisking off the items in a hurry, or that there was any question of impropriety or stealth in terms of going against court directives. When asked why such an important event, which was covered by all major independent media, was completely unreported on state television, he smiled. The gentleman on the right did speak up this time. He pointed out that the question was “irrelevant.”
Other questions remain. Gold and silver coins is one thing. In the documents presented to the court by the government, even one of the most valued items, the large (and extremely rare) bronze statue the Vajrasattva does include an insurance value (not always the case for other items listed) of 200,000 euro. This item too does not have an accession number.
Quadri was unruffled throughout, never losing cool. Always extremely pleasant. His only admission to some concern was in answer to a question about when the items would come back. He said in no uncertain terms, “April.” He added, “Until then, I will stay worried, and looking at the mood in the room, I can tell that you too will not rest.” I hope he meant 2007.
As a child, we would watch the candy floss man take a tiny spoonful of sugar, a dollop of colouring and would watch with amazement as the machine spun out a pink web, which he would twirl around a stick. One portion was only dui poisha (two paisa). A figure which we could realistically save up. The large pink fluff, folded on contact, and melted in the mouth, but did give a sense of attainment. We called it hawai mithai, sweet made of air. This candy floss press conference too, had little substance but plenty of form.
Whether the media kids will feel they got value for their dui poisha is something we’ll see in tomorrow’s headlines.

Previous governments have killed farmers when they demanded fertilisers and seeds. Villagers have been killed when they had the audacity to demand electricity, resist open pit mining. Yesterday 14 cyclone affected people were detained for trying to present a memorandum demanding relief. We wonder what demands for saving our heritage will bring.

The Missing Piece of the Jigsaw

The battle lines appear to have been drawn. Guimet is a respected museum, and there has been natural interest in a show that should be very special. Why then such resistance from art lovers of Bangladesh? Surely art is to be appreciated? It is part of our identity and an important part of the image we portray. Why on the other hand, the secrecy? The organisers should be taking credit for arranging such an event and not trying to sneak away under police protection. If there is nothing to cover up, why the covert operation?
The emotions are high. I’ve seen people weeping because something very special to them has been taken away. I have seen people angry because they feel violated. I have seen people frustrated, because they feel helpless against the power of the establishment.
As a journalist I need to be wary. It is important to separate the emotions from the facts. To not let friendships sway one’s judgement. To apply journalistic rigour in one’s analysis regardless of whether one agrees with the outcome of one’s research.
So let’s separate the facts from the opinions.
The Guimet is a respected museum known and admired. The protesters are respected citizens with a high level of credibility. Questions have been raised about both entities, which we need to address further, but there appears to be a gap in the puzzle, which no one so far has discussed. The answer could perhaps provide a vital clue.
What was the motive behind the exhibition and who initiated it? Who are the stakeholders? The interest of Guimet is understandable. Leaving aside the accusations for the moment, an important museum specialising in non western art would surely have an interest in such a prized exhibit. But would a museum, knowing there is so much resistance, and bad press, insist upon such an exhibit coming, when so many other options are available? Major museums are usually booked way in advance. The opening dates for this one is also well past. We have Christmas and New Year coming up. Setting up the show, once the entire shipment has arrived, will take another three weeks by the director’s own admission.
We have been repeatedly told that the event is in the interest of promoting the image of Bangladesh abroad. Having put in the huge amount of work and expense that has gone into the curatorial process, does it really make sense for the French Government and Musee Guimet to take on such flak? Does it make sense for the French Government and the Museum officials to demonstrate their love for Bangladesh, when Bangladeshis themselves are opposing the event so vociferously?
While exploring these options I have come across several opinions. One states “The truth is that that some quarters in Bangladesh are upset that the items to be shown are Hindu art artifacts and that this exhibition is going to send the wrong image of Bangladesh to the French public: that Bangladesh, a majority Muslim country, has a strong Hindu culture and art history. This is the real story not the bullshit that has been published. How come knowledgeable sources in Dhaka write to me to tell me what they know for sure and not to you?”
Another friend said “The majority of the works are fakes, and taking the show to the Guimet would reveal this fact, exposing the perpetrators. Hence the resistance.” This too is attributed to knowledgeable sources. None of the people who tell me these stories will reveal who these knowledgeable people are.
Sitting in the comfort of the French Ambassador’s residence we heard him say, “Some people who wanted a good image of Bangladesh had promoted the exhibition.” By implication, this was something the protesters were not inclined towards. So the love of the nation, or lack of it was his criterion for determining which side of the divide one would stay. And who are they? He too was reluctant to reveal who these good people were. I suppose good people are by nature modest, and unwilling to take credit for their virtue.
It doesn’t take deep analysis to see that none of the accusations hold. So we are still grappling with the motive. Not of Guimet itself, but of the ‘some’ people that the French Ambassador has repeatedly alluded to.
There was another event “Sonar Bangla Fair” which was planned as a conjunct to the Guimet exhibition. While both the government and the French embassy have denied direct ties to this event, it is clear from the many circulars and press releases that have gone out, that the Guimet exhibition was part of a package. The extensive lobbying, the pressure applied to media houses, and the behind the scenes manoeuvres through which people have been told to ‘drop’ the case, has come not so much from the French, but from highly placed Bangladeshis. Is it their love of Bangladesh that is the driving force? Is love for their country something they should be so secretive about?
The protesters have been very open about their position and have stated so through their physical actions and their statements. Independent bloggers from both sides of the camp have expressed their opinions openly. Why have the promoters of this exhibition, with access to both the government and the embassy, chosen to work strictly under cover? The planning for this exhibition has been going on for a long time. As in many a Bangla romance, the promoters’ unrequited love has been a well kept secret, but it has survived a change of government.
The recent statement by prominent citizens to the French Government, shows a disturbing turn in the position taken by the protesters. “While we were originally open to the idea of showing the work at Musee Guimet provided the transparency issues were addressed, the recent actions of the museum has removed any semblance of trust in the organisation, and we are no longer willing to loan our prized possessions to an organisation with such standards of behaviour. The incident, originally restricted to the issue of an exhibition now appears to have created a general distrust in the French government amongst the Bangladeshi public.”
How come these well wishers of Bangladesh risk alienating the very public that they love so dearly, but are still shy about declaring the love for their country?
I believe one important word that has so far not been uttered is ‘money’. What is the ‘package’ that the Guimet exhibition falls under? How much money is involved? Who are the beneficiaries, and how were they chosen? Who are they affiliated to?
The government in power has made corruption their number one target. Business people, prominent politicians and even ordinary citizens have been asked to declare their assets and their links to financial ventures. Perhaps it is time for the government to ask all the people who are linked with Masterpieces of the Ganges Delta exhibition, the Sonar Bangla Fair and all the ancillary events to declare the extent of their association and the monetary value that such association brings. Citizens have been asked to help the government by reporting any suspected cases of corruption. With activities of the Ministry of Culture itself in question. With the government appointed committee complaining of non-cooperation by Culture ministry officials. With people chanting chor chor (thief, thief) in the streets outside a public institution, why has the government suddenly gone blind? Have the sniffer dogs of corruption, who bark at the slightest whiff of a nexus, suddenly lost their sense of smell? Or would that be a same side (own goal)?
Perhaps this piece of the jigsaw will help us see the full picture.

Singapore Airlines warned of “protests by university students developing in Dhaka” as we boarded the plane. But emails from Delower and Rahnuma during the brief stopover in Singapore talked of the curfew in place in the six main cities. This was no longer a small skirmish in Dhaka University. Joshim was going to be at the airport with my accreditation card and we would try and find a way back home.

Rocketing prices of essentials create extreme distress for people with low earnings, like the people pictured in the foreground. The government had taken all mobile networks off the air. With only official press releases for information, the person in the street was in for a rough time. It was easy to find Joshim in the empty car park. Only the occasional long distance truck plied VIP road. I put the video camera on record mode, but relied on my less conspicuous LUMIX to photograph the empty streets. Though I stopped on the Mohakhali flyover to take pictures, I was nervous when the RAB vehicles passed below. There was never a good time for being arrested, but this was as wrong a time as it could get.
Aaasteeey! The policeman strode over lazily. Ki bapar? I did have my card dangling from my neck, and from previous experience, used my confident, ‘I belong here’ approach. That usually worked best with low tier security people.

I’d stopped to take pictures by the near-empty Tejgaon rail station. Stepping carefully through the people sleeping on the floor, I came up to Shahjahan and Neela. Unaware of the curfew, they had brought their sick child Shamim from Tangail, but got stranded in Tejgaon. There was no food, no doctor, no place to sleep, no way of knowing how long this would go on. Each visit to the toilet cost 5 Taka.

The next checkpost was slightly more hostile, but the expired accreditation card dangling from my neck was working overtime. We passed without much harassment. Dropping Joshim home, I went past the Shonar Bangla Market in Karwan Bazaar. The busy market place had a haunted look. No cackle of chickens, haggling for prices, or calls from vendors. Just one man counting loose change.

The brightly lit Square Hospital in Panthapath stood out in the dark. Government orders to turn down the lights after dusk to save electricity was presumably for commoners only. The street was empty, but this time as I approached with my camera police converged from all directions. I fumbled a bit, but recovered in time to get one shot. This was not the time to look for best angles. Rattling off important sounding words like ministry of information, and dropping the occasional names I could think of, I got into the car and drove off before the uniformed men had gathered their wits. A government adviser’s business interests in Square Pharmaceuticals – while undeclared – was well known. Students had already attacked the building the previous day. The approaching police knew whose business interests to protect.

The Square Group, one of the wealthiest business enterprises in Bangladesh owns the Square Hospital. Government regulations prohibit the excess use of electricity and non-essential shops are required to close by 8 pm. Several people were killed by the police when they came out in protest, demanding adequate electricity. The road through Dhanmondi was eerie. The women who walked the streets near Abahani playground were nowhere to be seen. Like the many others who struggled to make a living, they too would not be earning tonight.
The junction near ULAB was scarred by burnt tyres. The convoy of police vans deterred me from getting my camera out and I turned into road 4A. It was time to go home. Kamaler Ma, Joigun, Zohra and Rahnuma were all up waiting. With the mobile network off, they didn’t have any news about me. There must have been others in many more homes who were up worrying.
Rahnuma and I talked of the events over the last two days, of the army camp in Dhaka University. Of a soldier slapping a student. Of the vice chancellor (acting) being beaten up by police. This had never happened before, not even during the Ayub or Ershad military regimes. The reference to ‘evil doers’ in the chief adviser’s speech to the nation was worryingly close to the ‘axis of evil’. Independent media channels were then still defiant. That night the information adviser advised the media to practice ‘self censorship’.
Despite their claims, this government had never been called in by the people. We had no say in who the advisers would be. It was not military rule the people had welcomed, but the cessation of violence and the fear of further anarchy if the rigged elections were held. Banana trees would have made equally good replacements. However, banana trees would not have sold national interests. Closed down environmentally-friendly jute mills. Made slum dwellers homeless, or tortured and killed adibashis protesting the military acquisition of their ancestral lands. So while there was initial relief, as the price of essentials soared, news of nepotism and the partisan manner in which Jamaat -e-Islami was being shielded soon made people realise this banana tree would never bear fruit, let alone run a government.
Warrantless arrests by plainsclothes army under the cover of curfew. Dissenting teachers picked up in the middle of the night. Making threats to independent channels ETV and CSB are hardly the character of a saviour government pledged to the return of democracy. As the behind-the-scene military decides it will now take centre stage. As Bangladeshis realise that a democratically elected autocratic government has simply been replaced by an unelected autocratic one, the tune in the streets is changing.

Multiple demands of students and teachers have been whittled down to one – withdraw emergency rule. Underground pamphlets are spreading like wildfire. With the Internet down, text messages are filling up the ether. The information adviser’s suave statements to the media faltered as he snapped, “why such a fuss about a slap or two?”

Similar to Rumsfeld’s concern that the Abu Ghraib pictures coming out, and not about the events themselves, the Iraqi government worries about the footage of Saddam being taunted, getting out. The fact that the taunting took place doesn’t appear to be an area of concern. With the US government stifling Al Jazeera, and increasing censorship in mainstream media, citizen journalism appears to be the only way people can get past the PR camouflague.
With all political parties of Bangladesh, as well as most Muslim leaders around the world, choosing to remain silent at the execution of Saddam Hussein, it is left to human rights organizations to remind us, that despite his atrocities, Saddam will be remembered for his defiance. The butcher of the Kurds will go down in history as a victim of flawed justice. The guns are now clearly turned against Iran, but the Saudi rulers, as well as the Egyptians and the Jordanians would do well to ponder, ?Who is next??
